Beijing-Tianjin-Hebei Regional Air Pollution ControlClient: Asian Development Bank Duration: 2016-2017 Location: Beijing, Tianjin and Hebei Province, PRC Contract Value: USD 278,725 Catalogue: Environment Project Description The TA introduced international experience on regional air quality management and conduct expert review and consultations to support the preparation of the regional air pollution prevention and control aspects of the above master plans. The TA conducted specific surveys on Hebei Province’s Baoding, Langfang, Tangshan, and Cangzhou cities to provide recommendations on technical and financial cooperation mechanisms with Beijing and Tianjin Municipality. The proejct impact was the improved air quality in BTH. The outcome was the promotion of coordinated regional approach for air pollution prevention and control in BTH. Services Provided by NAREE Road map and policy recommendations for BTH regional air pollution prevention and control in the medium to long term formulated – NAREE introduced the international experience on regional air quality management and conducted expert review to support the preparation of the master plan for BTH regional air pollution prevention and control. A detailed road map and related policy recommendations has been developed to specify the paths and policies needed to put the master plan in practice. The report covered unified emission standards, regional pre-warning and joint emergency response, and consistent emission monitoring and coordinated reduction actions, among others, and examined the technical, institutional, economic, financing, and legal aspects for establishing the regional mechanisms. Mechanisms and measures for joint air pollution prevention and control in the key cities of BTH developed – NAREE analyzed the pollution status, existing control measures, and the economic development of Beijing, Tianjin, and Hebei Province’s Baoding, Cangzhou, Langfang, and Tangshan. Then, proposed detailed cross-city cooperation mechanisms and policies applying the framework developed under the medium- to long-term road map. Capacity building on air quality management for BTH local environmental protection agencies – NAREE integrated the technical, monitoring, and management capacities of the local environmental protection agencies in BTH. Provided a series of training workshops to the selected local environment bureaus, as well as explored and mobilized additional resources from line agencies.
