Project Description

This TA facilitated the implementation of ADB funded loan project - Hebei Small Cities andTowns Development Demonstration project, which focuses on supporting sustainable urban development and consist of a number of sector interventions primarily targeted to support industrial development, tourism, job creation, and environmental protection in Hebei Province.

The main focused sectors were water and wastewater, solid waste management, upgrading and greening of rivers, and district heating. The subsectors involve (i) increases in the capacity to supply potable water and coverage of distribution networks, and provision of sewerage systems with associated wastewater treatment facilities; (ii) river and lake improvement works to reduce the risk of seasonal flooding and increase the capacity to impound water for industrial, irrigation, and other uses; (iii) provision of modern solid waste collection equipment, development of engineered waste disposal sites, and strengthening of operational management; and (iv) provision of centralized heating plants and the associated heat distribution networks.

Services Provided by NAREE

Preparation of required reports – NAREE prepared reports meeting the ADB requirements for the loan project, including progress reports, resettlement monitoring reports, environmental monitoring reports, project performance monitoring reports, project completion report, and Integrated assessment report.

Project implementation and management support – Along the loan implementation, NAREE provided solid support to the PMO, including (i) review of cash reimbursement; (ii) review of contract variation; (iii) providing suggestions for project commissioning and project operation, improvement of operation management manual, and improvement of the operating conditions of the facilities; and (iv) providing financial management training.

Operation management support – In order to smoothly facilitate the implementation process, NAREE assisted PMO in managing facilities operation, preparing operation and maintenance plan, comprehending the implementation situation, and providing improvement suggestions for operation management.
