Project Description

ADB is providing transaction technical assistance (TA) to support the Wuzhou Municipal Government in the Guanxi Zhuang Autonomous Region of the People’s Republic of China to prepare the Guangxi Wuzhou Healthy and Age-Friendly City Development Program, a $100 million results-based lending (RBL) program for 2022 approval and commitment.

The RBL program is aligned with the impact of better health, well-being, and people-oriented socio-economic development (from the Healthy Wuzhou 2030 plan). The outcome will be improve dlivability, age-friendliness, and social inclusion in Wuzhou’s urban core. The four outputs will be (i) healthy and accessible four-generation urban environments established, (ii) integrated age-friendly services improved, (iii) smart city digital platforms demonstrated, and (iv) institutional capacity strengthened.


Services Provided by NAREE

The content of theconsulting service provided by NAREE are:

(i) Ensure understanding of all team members and the EA, IA and PMO of the approved program concept paper and updated ADB RBL program policies and guidance (March 2021);

(ii) Undertake research, data analysis, field work, and in-depth stakeholder consultation to support the government in the preparation of the Wuzhou Healthy and Age-Friendly City Development Action Plan 2022-2026;

(iii) Refine the RBL program boundary and results framework based on the Action Plan, and work with the EA on defining the disbursement linked indicators;

(iv) Complete detailed due diligence to deliver the following linked documents;

(v) Ensure that the program documentation highlights innovative aspects and ADB added value, gender mainstreaming, and private sector participation, among others;

(vi) Coordinate a TA mid-term to review initial document drafts and progress and a loan fact-finding mission to review and agree with the government on the finalized LDs. At least 10 days prior to the fact-finding mission, submit completed assessments in English and Chinese to ADB and the EA. Coordinate preparation of bilingual MOUs;

(vii) Build capacity for RBLprogram design and implementation with the EA, IA, and PMO;

(viii) Consult with the EA onlending terms;

(ix) Examine the potential for private sector participation and domestic bank co-financing;

(x) Support the ADB missionleader to respond to comments and revise documents during the interdepartmentalreview process leading up to the management review meeting;

(xi) Support the EA on thedomestic approval procedures required for government approval;

(xii) Support loan negotiationsafter the completion of domestic approval procedures.
